The largest recoverable fuel cost in urban fleets, the easiest to measure, and the one most often turned into a bad target.

An engine running while the vehicle is stationary burns fuel and produces nothing, except when it does.
Why vehicles idle
Running a tail lift, a crane, a compressor or a chiller, which is the vehicle working.
Cab heating or cooling in extreme weather, which is a welfare matter before it is a cost one.
Waiting: at a customer's gate, in a queue for a bay, for paperwork.
Diesel particulate filter regeneration, which the vehicle initiates and the driver should not interrupt.
And habit, which is the only one of the five that a driver-directed campaign addresses.
Why crude targets backfire
A fleet-wide idle reduction target produces drivers switching off equipment they need, which damages loads and shortens equipment life.
Or leaving the vehicle to avoid the count, which is worse.
And it penalises the driver at the customer with no loading bay, who has no control over the wait.
The target is set on the wrong unit. Idle is mostly structural.
Measuring it usefully
By site and by round, not by driver.
Separated where possible into powered-equipment idle and dead idle, which some systems can distinguish by power take-off status.
Compared across drivers on the same round, which is a fair comparison, rather than across rounds.
The pattern is almost always concentrated: two customers, one depot, one shift.
What to do with the finding
Fix the wait. A bay booking, a different arrival time, a conversation with the customer.
Specify auxiliary power where equipment is the cause and the vehicle can carry it.
Cab heaters that run independently of the engine where weather is the cause, which pay back quickly in cold climates.
And only then talk to anyone about habit, which by that point is a small residue.
The arithmetic
Idle consumption per hour is measurable and small per vehicle.
Multiplied by a fleet and a year it is not.
Produce the figure before proposing anything, because it is frequently smaller than assumed in trunk fleets and larger than assumed in urban ones.
The measure
Idle proportion of engine hours, by site and round.
Powered against dead idle where distinguishable.
And the trend after a structural fix, which should move — and if it does not, the cause was misdiagnosed.
Compare drivers on the same round only
The only fair comparison here.
Idle is dominated by the customer, the depot and the equipment, all of which belong to the round rather than to the person.
Across rounds, the comparison measures the work.
Within a round it is informative — and it is usually a much smaller difference than the cross-round figure suggests.
